POST-announcement and the determination of winners and Vice Presidential Election Presidential (Election) in 2009 by the National Elections Commission (KPU) late July 2009, the constellation and the national political configuration shows a very sharp fluctuations.

One growing trend is clear and legible public today is the current menggumpalnya coalition of political parties (political parties) in the winner's camp pair Presidential Election 2009, Susilo Bambang Yudhoyo (SBY)-Boediono. In fact, before the 2009 presidential elections take place, a number of leaders / elite political party that spearheaded by the PDIP and Golkar party was very intense build a coalition with the opposition bloc against the coalition partner parties SBY-bearers Boediono. But after the 2009 Presidential Election, the block continues to hit coalition pragmatism to political interests coalesce to faction winning election in 2009, the couple SBY-Boediono.

Movement launched by some of the political elite PDIP and Golkar party to dock to the winner of presidential elections in 2009 (SBY-Boediono) is a very reasonable option in the context of practical politics. However, when viewed from the perspective of political ethics (fatsun politics), what do the two major political parties (PDIP and Golkar) They'll be coming up with a serious problem for the development and growth of the democratic system in this republic. Democracy in Indonesia in the next five years is almost certainly threatened "suspended animation" in the absence of opposition forces that are the most important part of state power balance (balance of state power).

Problem Democracy

Interrelation dynamics of executive and legislative progress in the complex, influenced by the political movement of individuals, as well as the actual political situation is often far from ideal conditions the state goal (staatsidea) to achieve common interests and goals. Therefore, control of power domination of the political elite executed within the scope of state power is very important to do. True democratic system has been set up mechanisms to monitor and balance each other powers (checks and balances system). Through these mechanisms, legislative bodies are expected to maintain the balance of power in the executive branch. However, the political reality is always just said something else. The condition was not ideal and can run well.

Strengthening the role and power of the Parliament institutions (legislative heavy) is often difficult for the executive (government) of government in maintaining stability, effectiveness and productivity of government performance. As dangerous as the strengthening of the executive (executive heavy). This would endanger the criticism and lack of control over the running of government.

What happened in Indonesia after the reform in May 1998 until elections in 2009, one side has shown a tendency of motion between the legislative heavy. On the other hand also a trend toward executive heavy. For example, during the transitional government of President Habibie and the government of President Abdurrahman Wahid (Gus Dur), the legislative was so heavy outside can be very influential in weakening of executive power. Although not as strong as during the previous administration, under the government of President Megawati also had experienced the same.

In the reign of SBY-Jusuf Kalla, the motion was heavy legislative slowly continued to shift toward executive heavy. SBY skills in managing the political power in the House of Representatives deserves thumbs up. But after the Presidential Election 2009, during the reign of the second period of SBY, executive heavy increases. Not only that, the executive power is also getting "bewitching" opposition groups that have been and most likely siphoned off by the political regime of this pendulum.

The need for opposition

A healthy democratic system would be difficult to run without the balance of power. Pragmatism of the political elite to busy-busy getting "cookie" (quota of ministers, heads of state enterprises, as well as ambassador) in the victory party of power has actually endanger the state and people. Francis Fukuyama in his book (2004:1-2) State-Building: Governance and World Order in the 21th Century states, "countries have very diverse functions, ranging from good to bad", the state has a very diverse functions, ranging from good so bad. Power to force (power to coerce) that allows the state to protect private property and creating public safety. However, the state is also possible to take over private property rights and violates the rights of citizens (citizen right).

Managing the balance of power is one of the noble task which currently tend to forget the majority of politicians in this country. In fact, maintaining the balance of power is needed to control state power. If not, the pattern of state power can be either a banal and lead to authoritarian regimes.

Noble goal state can be easily distorted because of greed and the greed of political elites to enjoy the cake of power quickly and with a brutal way. Common goals and collective goals of the people in achieving the common welfare are also threatened the interests of a handful of political elites. We certainly still hope that some political elites are willing to be opposition to the ruling regime. The reason only one, in order to save the state goals and collective aspirations of all people in this country. Allaah `nature .
